Soccer coach Andrew Lewis and volleyball coach John Kebbel were chaperoning the trip when the incident occurred around 8:15 p.m. Sept. 15, and both were suspended with pay pending the outcome of the investigation. School officials did not release the disciplinary letters sent to the employees.

Two Sebastian River Middle School eighth-graders were charged with two felony counts each, including attempted sexual battery on a child, in connection with the incident, and the soccer team’s season was canceled.

The teams were returning together from games against Osceola Middle School in Okeechobee when the two students pulled down a sixth-grader’s pants and boxers and allegedly put an apple pie box between the student’s buttocks, according to the incident report.

In Brown’s investigation report to superintendent Harry La Cava, he concluded the two teachers were unable to see all the way to the back of the bus, where the incident occurred, because it was dark. Brown interviewed both coaches and the bus driver, among others, to compile his report, which the district released Monday.

According to the report, Lewis and Kebbel were sitting in the front of the bus, though Kebbel walked to the midway point of the bus three times during the 1 1/2 hour trip. The volleyball team and two girls who played on the co-ed soccer team were seated in the front half of the bus, while the boys from the soccer team were in the back.

Brown stated in his report, “I believe that it is foreseeable that students will engage in misconduct if they realize that a portion of a dark school bus is beyond the visual reach of the chaperones. If the students realize that no one can see what they are doing in a portion of a dark bus, then there is an increased risk of mischief.”

He also said the teachers should realize students in a dark bus need frequent visual supervision. According to the report, the coaches did not regularly engage the students in the back of the bus in any communication.

“Even if the teachers had regularly surveiled all areas of the bus, it is entirely possible that a motivated and committed perpetrator could have assaulted a victim in a one to two minute time span,” Brown said in the report. “Nonetheless, there will be substantially less opportunity for misconduct if the students realize that the teachers are walking up and down the aisle and are engaged with them.”

Brown said in the report he believed the teachers did not exercise good judgment by failing to regularly monitor all areas of the dark bus.

However, “Both Lewis and Kebbel are excellent long-term teacher with a history of devotion to their students,” so Usher recommended they be put back in the classroom as soon as possible.

Brown also recommended that La Cava consider “a comparatively short period of suspension without pay to the extent (La Cava) concludes they should have exercised better professional judgment by more effectively supervising their students.”

The recommendation will go before the school board at its next meeting Nov. 18.

Gregory Evans "Can't we all just get along?"

FORT PIERCE — The Fort Pierce Police Department on Friday arrested and charged a Fort Pierce man for his involvement in a botched Thursday night home invasion robbery and learned the identity of a third suspect, who was also involved in the incident, according to a police news release.

Gregory Anthony Evans, 31, of the 60 block of Virginia Park Boulevard, was arrested and charged with armed robbery and second-degree felony murder. Police have the name of the third suspect but are not releasing it because the person has not been charged with a crime, said police spokeswoman Audria Moore.

On Friday, the homeowner, Glenn Everett Hedrick, 54, who shot and killed one of the robbers during the Thursday night home invasion attempt, has been charged with possession of a firearm by a convicted felon; but authorities say early indications are that the shooting was in self-defense.

“The final call will be up to the State Attorney’s Office,” said Fort Pierce Police Capt. Brian Humm.

According to a police report, Isaac Collins, 31, of the 5700 block of Sunberry Circle in Fort Pierce, was shot by Hedrick, 54, about 8:45 p.m. Thursday as Collins and two other men broke into Hedrick’s home in the 1200 block of South Raymond Avenue in Fort Pierce.

Collins was taken to nearby Lawnwood Regional Medical Center and Heart Institute, where he was pronounced dead at 9:45 p.m. Thursday. Since Collins was killed during the commission of a felony, state law allows for Evans and the unnamed third suspect to be charged with second-degree felony murder, the release states.

Hedrick also was taken to the hospital for what the report calls “a possible gunshot wound.”

Humm said Hedrick had “a mark on his chest. We’re not sure what caused it. There was no puncture wound.”

Humm said Hedrick told police he was sitting in his house Thursday evening when he heard a noise in an adjacent room that he thought was his wife returning home. When three masked men entered the room, Hedrick grabbed a gun, referred to on the police report at a .410-gauge shotgun.

“There was an exchange of gunfire,” Humm said, “and (Collins) fell to the floor. The other suspects fled.”

According to the report, Hedrick came out of his house with his hands above his head as police arrived.

The St. Lucie County Clerk of Courts Web site indicates that Hedrick was convicted in 1991 of possession of marijuana with intent to sell and possession of prescription drugs without a prescription, both third-degree felonies, and possession of drug paraphernalia, a first-degree misdemeanor. In 1993, he was convicted of possession of more than 20 grams of marijuana, a third-degree felony, and possession of drug paraphernalia.

Humm said the firearm possession charge against Hedrick has no bearing on whether the shooting is ruled self-defense.

“It’s two different situations,” he said. “As a convicted felon, (Hedrick) had no right to possess a firearm. That doesn’t somehow make what would normally be a justifiable homicide into a murder. But we (the police) are finders of the facts. And all the facts will have to be weighed out by the State Attorney’s Office. Right now, the facts indicate that this was a justifiable shooting.”

Humm said evidence at the scene appears to confirm Hedrick’s statement that there was more than one assailant.

“We’re still investigating the other two perpetrators,” he said.
